Context and Rationale Four years after the full-scale invasion of Ukraine, the humanitarian situation in the country has become widespread and entrenched, evolving from an acute emergency to a chronic, multi-sectoral humanitarian crisis1, driven by active hostilities, displacement2, and disruption of essential services while humanitarian resources have become increasingly constrained. In 2025, Ukraine witnessed an escal
