The new State Strategy on Internal Displacement Russia’s war on Ukraine starting in 2014 and further escalating into a full-scale invasion in 2022 has forced millions of Ukrainians into displacement. The Government of Ukraine has since responded to resultant challenges. On 10 June 2026, in a milestone decision, the Cabinet of Ministers adopted the new five-year State Strategy on Internal Displacement (2
