Will Kenya’s new disaster law strengthen humanitarian response?

The signing came at a sombre moment for the country, still grieving after a dormitory fire on 27 May at Utumishi Girls Senior School that killed 16 students and injured dozens more. It also followed months of deadly flooding that displaced families,
