International agencies and donors increasingly emphasise equitable partnerships, local leadership, and the transfer of resources and decision-making power to actors closest to affected communities. Yet within these conversations lies a striking paradox: while the sector seeks to strengthen locally led responses, forcibly displaced communities remai
